Lester B. Pearson, a Nobel Peace Prize winner and Canada’s fourteenth prime minister, introduced the concept of Overseas Development Assistance (ODA). He stated that every country should aspire to donate at least 0.7 per cent of their GDP toward ODA initiatives. Half a century later, Canada’s contribution to ODA has stagnated at around 0.4 per cent.
